VA HB1777 Office of the Children’s Ombudsman Foster Youth’s Right to Receive Information

Effective July 1, 2025—HB1777 ensures that Virginia children aged 12 or older in foster care, as well as their biological parents, adoptive parents, or foster parents, are entitled to receive information regarding the foster care process at the time a case is opened. Additionally, HB 1777 bill affirms a foster youth’s right to file a complaint directly with the Office of the Children’s Ombudsman without needing permission from the Department of Social Services, child residential facilities, local agencies, and foster parents or guardians. The bill aims to increase transparency, build trust within the foster care system, and empower the youth with knowledge of their rights.

VA HB 1760 Infant and Early Childhood Mental Health Infrastructure

Effective July 1, 2025—HB 1760 directs the Department of Health to work in collaboration with the Department of Behavioral Health and Development Services and the Department of Education, to develop and implement a standardized mental health screening and assessment tool for Virginia children aged five and younger. The legislation also requires the collaborating departments to provide mental health resources and training to educators, healthcare providers, and families. It aims to promote early identification of mental health needs and ensure timely support to improve long-term developmental outcomes.
