On November 13, 2025, President Donald J. Trump signed Executive Order 14359, with a goal to improve the current foster care system and provide safe, loving homes for at-risk children across the United States.
The administration plans to enhance the system by:
- Promoting full transparency at state level through the collection and publication process of child welfare data.
- Modernizing current information and management systems .
- Utilizing artificial intelligence to better match caregivers and children, with the goal of increasing caregiver recruitment and retention.
- Publishing annual scorecards evaluate state-level child welfare performance.
To support individuals aging out of foster care, the First Lady will lead a new initiative called Fostering the Future. This program will partner with agencies, private sector organizations, and nonprofits to create new education and employment opportunities. It will launch an online platform where resources for individuals leaving foster care will be readily accessible. Additionally, Fostering the Future will expand access to education and training vouchers and offer scholarships for children in foster care.
The Secretary of Health and Human Services will work closely with the Director of the White House Faith Office and the Director of the White House Office Intergovernmental Affairs to prevent discrimination based on religious or moral beliefs in federally funded programs. The initiative will focus on strengthening and expanding partnerships between agencies and faith-based organizations.
