The Department of Health and Human Services recently revised provisions of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), restricting undocumented immigrants from accessing tax-payer funded programs, including Head Start.
Head Start is a federal education program designed to support child development and prepare children for school. It primarily serves children aged four who typically come from low-income households. Previously, children were able to enroll in Head Start regardless of citizenship. Under the new provisions, undocumented children may no longer be eligible to participate in the program.
