H.R.1 – One Big Beautiful Bill Act

During the late evening hours of May 21, 2025, the House of Representatives passed the “One Big Beautiful Bill Act,” a measure that could impact millions of Americans and major benefit programs such as Medicaid, SNAP, and Child Tax Credits (CTC).  

If enacted, the bill would affect millions of low-income families across the United States by tightening eligibility requirements for the CTC. Under the proposed bill, parents will be required to have a social security number and must be U.S. citizens in order to qualify for the credit. This change would disadvantage parents without social security numbers, including undocumented immigrants, whose children are U.S. citizens–many of whom live at or below the poverty line.

The “Big Beautiful Bill Act” is expected to cut $600 billion in federal funding affecting programs such as Medicaid. Under the changes, Medicaid applicants ages 19 to 64 would be required to work at least 80 hours a month or participate in other approved activities to remain eligible for benefits. The bill proposes changing the current 12-month eligibility redetermination to a six-month eligibility check. 

In addition, the bill introduces a new work requirement for SNAP (Supplemental Nutrition Assistance Program) that would impact 1 in 4 recipients, including parents with children over the age of six. This change is predicted to affect over four million children in households subject to the new work requirements.
